In 1913, Robert Glowacki, a real estate broker and appraiser, started the Robert Glowacki Agency. And in May of 1982, Assessment Evaluation, Inc. formed to assist property owners with tax appeals. The company has evolved into a full-service real estate appraisal company conducting commercial, industrial, and residential tax appeal work in Erie County and 30 counties throughout Pennsylvania and northwestern New York.

In 1973, Robert (Bob) E. Glowacki joined the real estate brokerage division after graduating from Fordham University in New York City. Bob is a licensed real estate broker and certified general real estate appraiser in Pennsylvania and New York. He is a certified Pennsylvania evaluator, President of Assessment Evaluation, Inc., and owner of Glowacki Management Company.


He has been involved in numerous civic and community organizations, including:

  • Board member of Tom Ridge Environmental Center (TREC)
  • Chairman of Board of Business Retention Technologies, Inc.
  • Member of Greater Erie Board of REALTORS®, Inc.
  • Past President of Erie DAWN, Inc.

Steve Erhartic

Steven T. Erhartic joined Assessment Evaluation in 2020 as an assistant appraiser focusing on commercial properties, specifically retail bank branches. Steve has concentrated on commercial and industrial properties, including hotels, multifamily housing, commercial offices, and industrial facilities. He has researched over 500 retail bank branch transactions in New York, Pennsylvania, Ohio, and Indiana. He has successfully appealed the assessments of over 80 bank locations.

Steve has a background in finance that has provided a foundation for a career in the appraisal industry. He has analyzed various security types and corporate structures. Steve has overseen public securities and private investment portfolios for corporations and high-net-worth individuals. He is a Chartered Financial Analyst (CFA) charter holder working towards becoming a certified general real estate appraiser.

Steve has been involved in organizations including:

Margaret Hardner

Margaret Hardner joined Glowacki Management Company in June 2018 as an executive assistant. Margaret assists in the Appraisal Department. She prepares sales agreements, listing contracts and comparative market analyses.

Margaret is a Pennsylvania Licensed Real Estate Sales Person, a member of the National Association of Realtors (NAR), Pennsylvania Association of Realtors (PAR), Greater Erie Board of Realtors (GEBOR) and is a licensed Notary Public.

Margaret has over 30 years of customer service and management experience, including eight years in banking, where she held several positions, including Senior Teller, Customer Service Representative and Personal Banker.

Margaret is an Erie native. She graduated from Strong Vincent High School in 1987.
