Erie County Reassessment Project

Erie County is conducting a court ordered reassessment of all 120,000+ properties in the county.  Erie County last reassessed properties in the late 1960's.  Erie County has hired Cole-Layer-Trumble Company to conduct the reassessment.

Key Reassessment Dates  

 

  • January 2000 - Photography

Cole-Layer-Trumble photographers will take a picture of every property in Erie County.  These images will become part of Erie County's computer database.

  • February 2000 - Data Collection

Cole-Layer-Trumble Company data collectors will visit every property in Erie County.  They will measure the exterior of each property.  Although you are not obliged to allow a data collector to enter your residence, interior inspections enhance overall quality. Data collectors will note number of bedrooms, number of bathrooms, type of heating and cooling, the year the house was built and the physical condition of the interior and exterior.

  • May 2001 - Valuation Analysis Begins

After data collection Cole-Layer-Trumble Company conducts a process called Valuation Analysis using Computer Assissted Mass Appraisal techniques.  During this process Cole-Layer-Trumble Company analyzes local building costs, property sales, income information and other valuation factors to establish preliminary market values.

  • February 2002 - Notices to Property Owners

Notification of the new property value, known as the "Impact Statement",  will be mailed to owners in February and March 2002.  These values will first be used to calculate new tax bills starting with the 2003 tax year.

  • February - March 2002 - Valuation Reviews Begin

After the Impact Statements are mailed, Cole-Layer-Trumble will operate a telephone bank to answer basic questions.  If questions cannot be answered over the telephone, a valuation review may be scheduled.  Property owners will have 15 days from the receipt of the Impact Statement to request a review.

  • July 2002 - Formal Assessment Appeals

Valuation reviews will be conducted by Cole-Layer-Trumble from February through May 2002.  If a property owner is not satisfied with the results of a valuation review, a formal appeal may be filed with the Erie County Board of Assessment Appeals.
